I am being sent text files saved in iso88591-1 format that contain accented characters from the Latin-1 range (as well as normal ASCII a-z etc).
What is the fastest, easiest tool or method to convert text files between character sets? Specifically, I need to convert from UTF-8 to ISO-8859-15 and vice versa.
